Graham County Rural Development Authority
History and Background
The Graham County Rural Development Authority (“RDA”) was established by a special legislative action of the North Carolina General Assembly in 1966. The Authority acts as a component unit of the Graham County General Government. Its board members are appointed by the County Commissioners of Graham County and its activities are required to be reported to and overseen by the Board of County Commissioners. Because of its status, it is required to have an audit of its books and records annually. The audit report is a public record and is submitted to the Department of State Treasurer – Local Government Commission for review and approval.
The purpose of the RDA is to work to provide affordable housing opportunities in the County for low- and middle-income residents. Over its history, the RDA has completed several housing projects, including the West Fort Hill community and Moose Branch development. Currently, the RDA is completing homesites and has partnered with the Dogwood Trust and the USDA on this project. The RDA intends to partner the Graham County School System to build a home on one of the sites, whereby the School System’s Career Tech-Ed Construction class will provide the labor for the construction.
